Civ4 XML Editor 0.1

The Civ4 XML Editor automates the creation of mod folders, updates the root ini file, creates and deletes civilizations, edits civ properties, color and text data from the relevant XML files, enforces good practices by not modifying root files, and stores the Civ 4 file locations in a config file.
